The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with Hoffman Engineering, LLC (CAGE: 06097) for the procurement of a quantity of one (1) Aviator Vision (AVIS) Night Vision Goggle (NVG) Test Set, Part Number ANV-126A-001 and NSN 6625-01-498-4616. The Kuwait Air Force (KAF) has a requirement for the F/A-18C/D Program to evaluate the performance of the AN/AVS-9(V) Image Intensifier Set at the Intermediate (I-level) of maintenance. The AN/AVS-9(V) is a helmet mounted direct view night vision system that provides operators with improved situational awareness during periods of low natural illumination. The test set is used to troubleshoot, repair and perform final tests on the AN/AVS-9(V) goggles.
Hoffman Engineering LLC is the proprietary owner and sole qualified manufacturer of the ANV-126A Test Set, and as the Original Equipment Manufacturer, is the only known source that is capable of providing the Support Equipment in the same form, fit and function that meets the KAF s maintenance requirements. Hoffman does not have any known authorized distributors for this test set. The data necessary to perform the requirement has not been transitioned to the Government and therefore, the Government does not possess the technical data package to allow for a competitive procurement.
The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.
