purpose:
the naval sea systems command (navsea) is hereby issuing a request for information (rfi) on behalf of the support ships, boats, and craft program office (pms325) to disseminate to industry information on the anticipated acquisition and conversion of an offshore supply vessel (osv) into the atlantic undersea test and evaluation center (autec) range support vessel, hereafter referred to as arsv. The navy is also pursuing information regarding conversion capabilities and available vessel inventory information for osvs with a nominal length overall (loa) of 180-220 feet, aft deck approximately 100 x38 and draft less than 15. Additionally, the navy seeks to understand the technical, cost and schedule risks associated with modifying existing osv platforms to meet the notional capabilities in this rfi.
Description:
the arsv will be capable of operation in open ocean high sea states to sustain required levels of support for range customers. Autec requires a range support vessel with configurable capabilities enabling responsive scheduling and flexible support for both high sea-state weapon/target recovery and specialized test and evaluation (t&e) mission requirements. Mission requirements include ocean engineering and range support in the areas of remotely operated vehicles (rov) launch and recovery, deep ocean mooring installation and maintenance. The vessel will be operated up to 20 days in a row and 250 days per year at sea which will permit researchers onboard to remain on station at remote locations for multiple days to collect data, deploy scientific equipment, and perform scientific calculations.
