The BAC is conducting the public bidding for this Contract in accordance with Republic Act No. 9184 and its Implementing Rules and Regulations (IRR).



To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or seventy five percent (75%) of Filipino-owned partnership/corporation with PCAB license for Size Range Medium A, (b) completion of a similar contract costing at least fifty percent (50%) of the ABC*, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.



The DPWH will use non-discretionary -œpass/fail- criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

Bidders shall pay the BAC a non refundable fee as shown above for the Bidding Documents, upon securing hard copies of the Documents. Bidders that download the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids.



Interested bidders are also required to present the originals of their Contractor-s Registration Certificate to the BAC Secretariat, DPWH-Laguna I District Engineering Office, Sta. Cruz, Laguna together with the following documents for authentication and issuance of Bid documents: a. PCAB License; b. Certificate of Material-s Engineer accreditation; c. Two (2) valid ID-s of authorized Liason Officer as appearing in the CRC; d. Certificate of Safety Officer Seminar from Department of Labor and Employment (DOLE); e. Philippine Government Electronic Procurement System (Philgeps) Certificate of Registration and Order form (Documents Request List); f. CPES Rating relevant to the project and g. Tax Clearance.



The DPWH Laguna I District Engineering Office, Sta. Cruz, Laguna reserves the right to accept or reject any bid, to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders in accordance with the provisions of Section 41 of RA 9184 and its IRR.
