The aim of the work is to carry out the energy economy development plan until 2035, taking into account the impact assessments and describing, among other things, the principles of the Estonia 2035 strategy, the European Green Agreement, the "Goal 55" package, sustainable investment (do no significant harm) and climate-proof infrastructure projects.

In order to provide the service, impact assessments must be organized within a period of up to 24 months:
1. according to the Environmental Impact Assessment and Environmental Management System Act and
2. according to the regulations of the Government of the Republic and the methodika and the rule of good legislation and normative engineering.
Subsequently, proposals for drafting and supplementing the ENMAK 2035 draft must be prepared before the public consultation in the draft information system.
In addition to this tender, a separate tender "Preparing the preparation of the Energy Economy Development Plan until 2035" will be carried outmistavad tegevused".
