Thisconsultancy should provide an Assessment of the Institutional and RegulatoryFramework for Accessing Land and Conducting Environmental and Social (E&S)Risk Assessments for Renewable Energy (RE) Investments in the Philippines, and for Managing E&S Risks and Impacts of RE Investments, including through Benefit SharingMechanisms. Specifically, the objectives of the consultancy are to: (i) assessrequirements and availability of land and offshore locations for meeting theGovernment of the Philippines- RE targets, particularly as it relates toinvestments in solar and wind energy (including offshore wind); (ii) assess thecurrent institutional and regulatory framework for reviewing and awardinglicenses and accessing land for RE investments, including in Indigenous Peoples' Ancestral Domains (AD); (iii) provide an overview of the key E&S risksand impacts of RE investments, with a particular focus on solar and windenergy, and in IPs' ADs; (iv) assess the current institutional and process framework forassessing and mitigating E&S risks, and for managing risks and impacts forthe licensing of RE investments (including e.g., benefit sharingmechanisms); and (v) make key recommendations for regulatory reforms and othermeasures needed to support the scaling up of RE investments in a just andequitable manner in the Philippines that can positively contribute to thedevelopment of affected communities, with a special focus on Indigenous Peoplesand Ancestral Domains.
