Expression of Interest are invited for Assessment of ICT and Organizational Capabilities of the DG Customs & Excise.
1. The World Bank is seeking the services of a qualified consulting firm (hereinafter the “Consultant”) to assess DGCE's Information and Communication Technology (ICT), Data Analytics, and organizational capabilities focusing on the Directorate of Information System for Customs & Excise and provide high-level recommendations.
2. In this assignment, the Consultant shall apply its proven, internationally recognized approaches, methodologies, and standards for organization & human capital, business process, and ICT/ data analytics for customs administration or its equivalence. Also, the Consultant shall provide benchmarks based on established diagnostic tools and best practices from other countries.
3. The Consultant should consider the following aspects while conducting the overall assessment.
i. The DGCE-s ICT vision and mission statement, as well as goals or objectives
ii. The DGCE-s Annual Performance Contracts and their results (last three years), and 2020-2023 DGCE-s Strategic Initiatives focusing on ICT, data management/governance, and data analytics and their progress.
iii. DGCE-s ICT Blueprint and Roadmap and Enterprise Architecture
iv. DGCE-s ICT environment regarding its overall current system architecture related to CEISA 4.0 includes data analytics, technology infrastructure, and surrounding systems.
v. Policies, standards, and procedures, as well as practices for ICT governance, data management, data analytics, and related decision-making process
vi. Directorate of Customs & Excise Information Systems: Mandate, Structure, Core Duties and Functions, Targets, Outputs and Performance
18. The assessment shall identify and focus on the critical aspects of DGCE-s ICT capabilities, data governance, and data analytics that are required to allow DGCE to support implementation, operations & maintenance, and sustainability of CEISA 4.0 or adoption of new technology/development for the next generation of core customs and excise administration system for DGCE.
