The World Bank withfunding from SCALE is providing technical assistance to the Department (state)of Antioquia, Colombia, to identify and inform the design of an EmissionsReduction Program (ERP). The activities planned under the current assignmentwill draw on experience gained by multilateral, national and sub-nationalactors in the design and implementation of jurisdictional programs throughexisting World Bank platforms (FCPF, ISFL, and others). SCALE financing willinitially support the World Bank to identify opportunities to define and designconditions that are the foundation for a long-term economy-wide program in theDepartment of Antioquia, including policies and regulations, measurement andmonitoring approaches, appropriate financing mechanisms, and overall capacitybuilding related to emission reduction programs. The objective of theproposed consultancy is to conduct technical studies that provide options forWorld Bank support to the Government of Antioquia regarding the design of a GHGEmissions Reduction Program. Options proposed should align with technical criteriaunder the SCALE Program as well as guidelines and actions established in"The Comprehensive Climate Change Plan of Antioquia - PICCA" andother instruments available and developed by regional, public and privateactors with jurisdiction in the Department. In particular, the followingtechnical considerations, methodological requirements, and consultativeapproaches should be considered, adapted to World Bank experience in emissionreduction program design globally and taking into consideration specificinstitutional and governance characteristics in Antioquia: Technical options: options identifiedshould include concrete sectoral actions, GHG emission reduction andsequestration potential, potential sources of financing and the differentcarbon market instruments that the World Bank has used to support other clientsin similar contexts, as well as procedures for to be considered for monetaryand non-monetary bene...
