The contracting authority intends to establish a multi-supplier framework agreement for the provision of asbestos management services across its estate. The framework will cover a comprehensive range of activities relating to the safe handling, treatment, and removal of asbestos-containing materials (ACMs), including licensed and non-licensed works. The appointed suppliers will be required to deliver services associated with asbestos removal, encapsulation (encasement), and specialist asbestos paint removal, ensuring full compliance with all relevant UK legislation and industry best practice, including the Control of Asbestos Regulations 2012 and guidance issued by the Health and Safety Executive. The scope of services is expected to include, but not be limited to: Asbestos Removal Works: Safe removal and disposal of asbestos-containing materials, including licensed asbestos (e.g., insulation, lagging, AIB) and non-licensed materials, in accordance with statutory requirements. Encapsulation / Encasement: Application of appropriate sealing or containment systems to manage asbestos in situ, extending the life of materials while mitigating risk. Asbestos Paint and Coating Removal: Specialist removal or treatment of asbestos-containing paints and surface coatings using controlled techniques.
