Motorola Army CONUS Enterprise (ACE) Land Mobile Network (LMR) System Upgrade Agreement (SUA)
The Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Huachuca Division intends to award a sole-source contract to Motorola Solutions, Inc. This action is conducted under the statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) Federal Acquisition Regulation (FAR) 6.103-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements. Furthermore, in accordance with RFO FAR 6.103-1(d), this document justifies the use of a brand-name description for the required network software upgrades.

Requirement Description:
Army CONUS Enterprise (ACE) Land Mobile Radio (LMR) system is a two-year system built by its vendors. The ACE LMR Motorola system is on a 7th SC(T) contract to implement a technical refresh in order to maintain cybersecurity compliance. Additionally, this tech refresh enabled all installation connected to the ACE LMR Motorola network to fully mission capable on the 2025 HS system version and all property transactions for new equipment accountability are completed and legacy equipment are properly disposed. Failure to keep LMR system up and operational and cyber compliance is a life, health and safety risk. Since 7th SC(T) contract covers the Motorola ACE LMR Technical Refresh for Fort Drum and JBLM Core as well as MOTCO, MOTSU and BGAD, and PD BECS Post Modernization Sustainment Warranty covers Fort Campbell, Fort Hood, Fort Huachuca, Fort Lee, Fort McCoy, West Point, JBLM-Yakima.
