PROJECT NAME

Llandewey Area Integrated Land Management and Disaster Risk Reduction Project

The Llandewey/Ramble Community Development Committee Benevolent Society (LRCDCBS) and the Trinityville Area Development Committee Benevolent Society (TADCBS) have received financing from the Caribbean Development Bank (CDB) towards the cost of the Llandewey Area Integrated Land Management and Disaster Risk Reduction Project and the Trinityville Area Integrated Land Management and Disaster Risk Reduction Project (TAILMDRRP), respectively and they intend to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.

Payments by CDB will be made only at the request of the LRCDCBS and TADCBS and upon approval by CDB, and will be subjected in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than LRCDCBS or TADCBS shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Llandewey/Ramble Community Development Committee Benevolent Society (LRCDCBS), the Executing Agency, now wishes to procure consultancy services for the Retrofitting and Rehabilitation of the following buildings in St. Thomas:

(a) Llandewey Community Centre

(b) Ramble Community Centre

(c) Rural Agricultural Development Authority Llandewey Branch Office

(d) Danvers Pen Community Centre.

The duration of the assignment is expected to be for a period of 8 months. Two months (2) for the preparation of documents and six (6) months for the construction supervision. The Scope of the professional services to be procured are outlined in the attachment to this Request for Expression of Interest (REOI).

LRCDCBS now invites interested eligible consulting firms to submit Expressions of Interest for the provision of the required consultancy services.

ELIGIBLITY

Consultants shall be eligible to participate if:

1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than Fifty percent (50%) beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate that meet these requirements;

2. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

3. in all cases, the consultant has no arrangement and undertakings to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person that is not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

The attention of interested consultants is drawn to paragraph 1.9 of CDB-s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB-s policy on conflict of interest.

In the assessment of the submitted documents, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between the hours of 9:00 a.m. and 4:00 p.m. Jamaica time, Monday through Friday.

INSTRUCTIONS

Electronic copies of the Expressions of Interest must be emailed to the first addesss below and copied to the CDB at the second address below, specifically, prollanram@gmail.com and procurement@caribank.org no later than 16:00 hours on Friday, July 12, 2019. The email submission must include the name and address of the consultant and shall be clearly marked in the subject line “Expression of Interest - Consultancy for Architectural & Engineering services for the Rehabilitation for the Danvers Pen Community Centre, Llandewey and Ramble Community Centres and the Rural Agricultural Development Authority Llandewey Branch Office”.

The procurement method will be based on Consultants- Qualifications Selection. Therefore, submissions from firms having the required experience and competence relevant to the assignment shall be assessed and compared and the best qualified and experienced firm shal be selected. Only the selected firm shall be invited to to submit a combined technical and financial proposal, if such proposal is responsive and acceptable, that firm will be invited to negotiate a contract.

Llandewey/Ramble Community Development Committee Benevolent Society reserves the right to accept or reject late applications, or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant, and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
