The object of the ArcGIS user right licenses procurement is the user right licenses for the ArcGIS software and the associated maintenance and support service. The anticipated total value of the procurement is 160, 000 euros (VAT 0). Esri Finland Oy (hereinafter "supplier"). The maintenance and right-of-use agreement ensures the continuity of the ArcGIS licenses used by the Natural Resources Center and the availability of related maintenance, support and update services during the contract period. contract with the supplier. ArcGIS software licenses and their maintenance, support and update services are subject to the exclusive rights of Esri Finland Oy. It is not technically or legally possible for other suppliers to offer such licenses maintenance, because the intellectual property rights of the ArcGIS software and the production of maintenance services in Finland are exclusively owned by the supplier. Therefore, only Esri Finland Oy can deliver the maintenance of the licenses without the operation of the system jeopardized. For technical reasons or reasons related to the protection of exclusive rights, only a certain supplier can carry out the procurement in accordance with section 40, subsection 2, point 2 of the Procurement Act (1397/2016). There are no reasonable alternative or replacement solutions and no competition the absence is due to the artificial narrowing of the procurement conditions.
