application maintenance and support for the sap public budget formulation module
the purpose of this request for proposal (rfp) is to solicit proposals from qualified proponents to provide augmented sap application maintenance and support (ams) services for its implementation of the sap public budget formulation (pbf) module and associated technologies and integrations. required ams services include planned application enhancements, mandatory operational activities, break/fix changes, and incident response and resolution.
due to the nature of this project, manitoba intends to engage a proponent for ams services that have the capability and proven expertise to plan and carry out the required application support services.
the successful proponent should have:
• experience and expertise with the sap public budget formulation (pbf) module and implementations within large public sector organizations.
• experience and expertise in understanding the complex financial budgeting and cash flow management processes that are inherent in large public sector organizations. this includes detailed understanding of cash flow forecasting and projecting salary expenditures that are inherent with multiple, complex, union collective agreements.
• experience and expertise with the processes in delivering and managing augmented ams services to support large and complex sap enterprise applications and landscapes.
• experience and expertise with the developing solutions using sap business warehouse (bw) application.
• experience and expertise with the sap business objects (bobj) suite of reporting tools with very strong knowledge of the webi tool.
• experience and expertise with the sap enterprise portal (epp).
• experience and expertise with the sap composition environment (ce) and developing applications with the ce toolset.
• experience and expertise with the functional and technical aspects of sap fund management (fm) and financial and cost accounting (fico) modules that integrate with the pbf modules.
• experience and expertise with the functional and technical aspects of the sap human capital management (hcm) module that integrate with the pbf modules.
manitoba will enter into an agreement with the proponent who submits a proposal that best serves the interests of manitoba when evaluated in accordance with the stated evaluation criteria.
the contract will include the supply of a fixed block of monthly hours that will be used to deliver the ams services required. the contract should provide the flexibility to spread the block of hours across the necessary people resources that have the expertise required to perform the ams request. for example, an enhancement request may require 3 resources (20 hours of bw expertise, 10 hours of bobj expertise, and 15 hours of pbf expertise) to complete. the contract should allow the flexibility to use any combination of resources within the monthly block of hours without penalty or limitations.
the contract will provide the monthly minimum block of 360 hours over a 3-year period with an option to extend the contract for one, 2-year extension. pricing will be evaluated on the total cost over 3 years. proposals should provide options and conditions for adjusting the fixed block of monthly hours (up or down) based on annual review of actual use and projected requirements.
please include the price to purchase additional hours that could be up to 500-hour block increments. please indicate if volume discounts apply based on hours purchased.
