The purpose of this Request for Information (RFI) is to find vendors who are able access the staffing posture of the Administrative Office's Court Security Officers (CSO) program. RFI responses are due January 30th by 2:00pm Eastern Time. Questions about the potential requirement are due January 22nd by 2:00pm Eastern Time. The RFI response should include a Capability Statement that address the need and detailed responses to the AO questions. *This is not a request for proposal*
Overview
The Administrative Office of the U.S. Courts (AOUSC) has a need for contractor support within the Judiciary Security Division of the Facilities and Space Office. This program provides oversight of the court security appropriations and works closely with external security providers to ensure the safety and security of the Federal Judiciary.
One of the main objectives of the program is to provide oversight of the court security officers (CSO) program, housed within the U.S. Marshals Service (USMS), but funded and by the Federal Judiciary. The CSOs are armed contracted guards with prior law enforcement experience and are the first line of defense to the judiciary in approximately 420 courthouses. There are currently over 6000 armed contract guards within the CSO program.
The AOUSC, in collaboration with the USMS, is seeking a vendor who will be able to access the staffing posture of the CSO program to include reviewing the staffing standard, job tasks analysis, and technical requirements. They will be required to provide new program standards and processes along with a staffing standard study that reflect the current and evolving needs of the judicial security landscape. Familiarity with the federal judiciary, armed guard contracting, physical security and other facets of security and protection are imperative for this assessment.
