1. The Government of Vanuatu, with funding from the Asian Development Bank (ADB), is engaging a Nongovernment Organisation (NGO) to design and implement gender-based violence (GBV) prevention activities targeting adolescent girls and boys in Vanuatu. The assignment is a component of the ‘Coronavirus Disease (COVID-19) Response for Affected Poor and Vulnerable Groups Project- (54196- 002). The project is financed by the Japan Fund for Poverty Reduction, the Ireland Trust Fund for Building Climate Change and Disaster Resilience in Small Island Developing States, and the Asian Development Bank. The project aims to address the immediate needs of vulnerable groups affected by COVID-19, while building their resilience to withstand further pandemic impacts and other external shocks in the future. The project has two outputs: (i) Output 1: food security and income generating support delivered to poor and vulnerable women, and (ii) Output 2: multidisciplinary responses to address GBV implemented.
utput 2 will implement programs to meet the needs of adolescent girls based on international best practice adapted to the local context. It will develop and deliver a curriculum for adolescent girls focusing on confidence and leadership, GBV, healthy and safe relationships, sexual and reproductive health, mentorship and development of safe support systems which may include virtual safe space. In parallel, the program will engage adolescent boys to support safe and healthy relationships. Building on international good practice, the program will also engage the parents and/or caregivers of participants to reinforce the information being given to girls. This component will support adolescent girls and boys with GBV activities and reach at least 15, 000 adolescents through community campaigns and events. The project is aligned with the National Gender Equality Policy of the Government of Vanuatu, and with ADB-s Strategy 2030 operational priorities of (i) addressing remaining poverty and reducing inequalities, and (ii) accelerating progress in gender equality.
