SCOPE OF WORK/ ExPECTED OUTPUT





Under the direct supervision of the UNODC Anti-Corruption Advisers for PNG, the Pacific and Southeast Asia, the consultant will be responsible for the following key tasks:

Technical anti-corruption expertise and support to UNCAC States parties in the Pacific including PNG: To provide anti-corruption knowledge and expertise to UNODC projects under the UNODC ROEAP Regional Programme, Sub-Component 2 on Anti-Corruption, including the PNG Anti-Corruption Project. This could include (but is not limited to):

Provide technical support to UNCAC States parties to participate in the broader anti-corruption agenda, including in relation to the Conference of States Parties to UNCAC and its subsidiary bodies, the follow-up to the implementation of the political declaration of UNGASS focused on addressing corruption and other regional/ international anti-corruption forums (e.g. 2022 International Anti-Corruption Conference);
Provide support to UNCAC review follow-ups including the development and implementation of action plans and National Anti-Corruption Strategies;
Support the continued promotion of anti-corruption discourse in the Pacific, specifically follow-up to the Teieniwa Vision: Pacific Unity Against Corruption, including advocacy around the Vision in appropriate forums (e.g. with Pacific Islands Forum Secretariat);
Undertake trainings and provide technical advice to select Pacific Chambers of Commerce and the private sector more broadly on integrity initiatives;
Undertake trainings and provide technical advice to the Pacific Anti-Corruption Journalists Network and the Pacific Islands News Association to support media engagement in corruption prevention.
Communications and visibility support: In line with objectives of UNODC projects, including the Communications and Visibility Plan of the PNG Anti-Corruption Project, create a communications plan for both UNODC and the interim Independent Commission Against Corruption (ICAC) of PNG. This may also include providing support to other beneficiaries to engage in specific anti-corruption communication campaigns/ deliver specific products. This includes (but is not limited to):

Draft UNODC-s anti-corruption communication and outreach strategy for the Pacific, including newsletters, media releases, social media engagements and other reports/ knowledge products for UNODC-s anti-corruption outreach and awareness-raising, and upon request, for UNCAC States parties;
Support to building up and promote the public image and visibility of the interim ICAC in PNG, which may include the design and roll-out of a public awareness campaign in cooperation with non-State actors.
Technical support to a civic partnership to combat corruption with ASEAN Parliaments through increased parliamentary oversight and increased citizen engagement: To provide technical support to strengthen anti-corruption efforts across ASEAN, including regionally through the ASEAN Inter-parliamentary Assembly, through more robust parliamentary oversight resulting from increased technical capacity and improved cooperation between parliaments and with civil society organizations (CSO). This could include (but is not limited to):

Design, prepare and facilitate CSO and media training on methods and tools for anti-corruption engagement.
