This is a sources sought and notice of intent to issue a sole source procurement for annual software license agreements for keysight advanced design system (ads) software, integrated circuit characterization and analysis program (iccap) device modeling software, and heterojunction bipolar transistor (hbt) mode extraction software for the national institute of standards and technology (nist).
Sole source justification: teledyne scientific provides state-of-the-art indium-phosphide integrated circuits (ics) to support the work performed by the nist communications technology laboratory (ctl) teledyne supplies the ic desgin kits (pdks) in the keysight advanced design system (ads) software format. It is cricital that the keysight ads be maintained in order to keep it from being relocated for the ics. The sole source authority is 40 usc 3304(a)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.
There are only two companies that offer these state-of-the-art ics, that is northrup grumman aerospace systems (ngas) and teledyne. However, only the teledyne is compatible with ctl's research requirements. Therefore, only the keysight products can meet the current nist project requirements.
