The purpose of this contract is to entrust the holder, in co-construction with the Administration: 1 - An analysis and design mission which will have the objective: a. To carry out an inventory/diagnosis of purchases made by mess managers and their organizations b. To define a purchasing strategy c. To work in conjunction with managers to completely adapt the application solution to CRS needs then to deliver a management application solution adapted to the specificities of CRS d.To support and train users in the application solution e. To draft the DCE documents for supply contracts f. To analyze the offers and draw up the end of procedure documents (RP, PV, LR) g. To relaunch the declared batches unsuccessful or without action, until they are notified. 2- A mission to support the monitoring of execution of provisioning markets. In this capacity: a.he coordinates the action of the various holders of supply contracts and mess managers as well as than that of the DCCRS; b. it provides the ordering application solution, and ensures user assistance 7 days a week and maintenance; c. it monitors price revisions for supply markets; d. he advises and supports the Administration in the management of disputes.
