The purpose of this consultation is a project management assistance mission relating to the energy renovation and redevelopment project of the premises of the Maison des Services de la Communauté de Communes du Plateau du Russey, located at 17 avenue de Lattre de Tassigny, 25210 Le Russey. The building in question houses several public services and facilities: post office, vacant premises of the former treasury, meeting room, nursery, France Services space, Community administrative offices of Commons and attic storage spaces. The operation aims in particular to: * improve the energy performance of the building and the comfort of agents and users; * reorganize the public reception areas, particularly with the installation of the Space France Services and a shared reception area on the ground floor; * allow the extension and functional improvement of the administrative headquarters of the Community of Communes; * study the layout of the R+2 and the attic; * have a large bathroom equipped meeting; * integrate the regulatory, heritage, technical, functional, energy and environmental constraints of the building; * define an operational and financial phasing compatible with the capacities of the community. The market includes one firm slice and two optional slices. The firm phase concerns the carrying out of a feasibility study including: * analysis and prioritization of needs; * the technical, functional and regulatory inventory of the building; * the development of energy development and renovation scenarios; * comparative analysis of scenarios; * detailed costing of the selected scenario; * the proposal of a timetable for completion and phasing of the operation.
