Amman Vision Investment and Development (AVID)
Project Prefeasibility Studies, Selected Real Estate Assets
Request for Expressions of Interest (EOIs) from specialized consulting firms
Amman Vision Investment & Development (AVID) was launched in 2019 as the master developer for the Greater Amman Municipality (GAM). The company manages and develops the lands and assets owned by GAM by providing strategic planning to develop Amman through long-term sustainable investments. AVID has been set up as a private corporation, with 100% of the ownership under GAM. The corporation has the powers and delegation of responsibilities to sell, lease, liquidate, partner and develop the real estate assets under their administration.
The World Bank is currently assisting AVID with the set up of its asset management function, developing the first ten-years business plan, and in ensuring a successful development of its initial monetization of selected real estate assets. A number of [7] real estate assets, from a universe of 5, 000 plus properties, have initially being selected to be develop via the private sector through available mechanisms (i.e., sale or lease of the property, partnership via a special purpose vehicle, and any other PPP arrangement).
During the month of January 2020, AVID published in major newspapers in the country and in the Gulf Region a Request for Expression on Interest in the [7] selected real estate assets. The advertisement included a link to the Information Memorandum describing the assets and its potential uses and requested expression of interest from potential investors indicating relevant corporate information as well as a preliminary project concept to be develop. Fifty-five different EOIs were received during the month of February 2020 for the [7] selected real estate assets and for the different project concepts. AVID will initiate working sessions with potential investors and will determine best partnering option and will initiate transaction development. As part of the transaction development, AVID will develop a feasibility study as an initial step prior to committing to any type of partnership arrangement.
As part of the World Bank technical assistance to AVID, the institution will finance the development of a prefeasibility study for [3] key project concepts in selected real estate locations, by an external consulting firm. The consulting firm should be based in Amman, Jordan but associated with a global firm that can provide international networking, expertise from other markets, and recognition to potential investors.
The World Bank is hereby requesting expressions of interest from consulting firms to develop these [3] prefeasibility studies indicating in a brief 2-page document their relevant expertise in prefeasibility studies for real estate development purposes, and their ability to deliver the final product within [45] days on contract award. Below please find Table No. 1 with a brief description of the three lots of land and its proposed use.
