Invitation for Bids (IFB) Set-Aside for Small Businesses

NAICS Code: 236220 - Commercial and Institutional Building Construction

156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, fuel, permits, quality control and supervision necessary to Provide reinforced concrete foundation and pad to support installation of prefabricated, modular relocatable small arms range containers. Provide for utilities, foundations, communications infrastructure and lightning protection, and electrical grounding. All work shall be conducted per specifications in the Scope of Work contained in this solicitation except as specified in Paragraph 3.0 as Government Furnished items. The project consists of an area of 52276F.

Currently the 156th Wing does not have the means to have small arms training qualification at their main installation continue to remain out of compliance with its readiness metrics. Personnel are faced with having to hold assemblies in sites not in control of the 156th Wing (Camp Santiago, Salinas, P.R). This project will enhance the 156th Wing ability to streamline these requirements.

The contract duration will be 180 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Business. The North American Industry Classification System (NAICS) Code is 236220, with a small business size standard for Small Business is $45.0M average annual revenue for the past three years. The magnitude of construction is between $1, 000, 000 and $5, 000, 000.
