This deliverable will presenta comprehensive summary of all technical, institutional, and regulatoryanalyses to support Albania-s integration of variable renewable energy (VRE).It will begin by outlining the Consultant-s understanding of the assignment, including the proposed methodology, work plan, modeling tools (such as ANTARES, PSSE, and GIS), data sources, and institutional coordination mechanisms withkey counterparts such as MIE, OST, and ERE. It will identify high-potentialzones for VRE development using a MapRE-based multi-criteria analysis thatincorporates geospatial data, infrastructure, and proximity to demand centers.It will develop least-cost generation expansion scenarios for 2030, 2040, and2050, considering demand growth, system constraints, and climate resilience, with outputs designed to inform RE auction pipelines and regionalinterconnection opportunities. The deliverable will evaluate the flexibilityand dispatchability of the power system under increasing VRE penetration, usingPSSE-based simulations to assess ramping needs, reserve margins, andtransmission bottlenecks. It will propose priority transmission investments tointegrate VRE zones and reduce congestion and losses, supported by cost-benefitanalysis. It will further assess system stability under high-VRE scenarios, including dynamic performance, frequency control, voltage regulation, andinertia, and will recommend mitigation measures such as fast frequency responseand storage solutions. The study will also providea sound analysis focused on Albania-sgrid digitalization and system resilience for real time management. It willassess the current level of digital infrastructure, including SCADA systems, wide area monitoring, smart grid solutions, and communication technologies, identifying priority investments needed to enable real-time control, automation, and accurate forecasting.
