The USACE confirmed in initial pre-application discussions that Stage 1 appeared a viable path to permitting provided no work on Stage 2 would occur prior to completion of the required environmental consultations for in-water work. DOT&PF submitted the project application on February 2, 2026, including Stage 1 information and a preliminary design footprint for Stage 2. Once USACE reviewed the project permit application, they provided different direction requiring that all design information for Stage 2 also needs to be included in the permit application. This new direction requires the completion of further Stage 2 details that are in design development for this spring and summer.
