The International Finance Corporation (IFC) is in discussions with the Government of the People's Democratic Republic of Lao (GoL) through the Ministry of Public Works and Transport (MPWT) to assist in its efforts to mobilize the private sector via a Public-Private Partnership (PPP) for the upgrade; expansion; and operations and maintenance of the Luang Prabang Airport through a transparent and competitive bidding process (the “Project”). To support the Project; IFC seeks to hire a airport consultancy firm to provide IFC with advice on the technical and commercial aspects related to due diligence and transaction structuring and implementation of the Project; including (i) review and validation of existing technical studies and filling in any critical gap(s) in analysis; (ii) traffic forecasting (iii) definition of expansion triggers and minimum requirements; (iv) minimum performance standards and specifications for O&M and expansion of the airport; (v) cost estimation; and (vi) assistance with the PPP transaction structuring.
