Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The purpose of this requirement is to deliver a report that summarizes key lessons learned from Gravity testing events to inform the SDoH FHIR Implementation Guide and Recommendations for the development and piloting of the AHRQ/NIDDK eCare Plan app associated FHIR IG.
The Gravity Project was launched in May 2019 with funding from the Robert Wood Johnson Foundation. The Gravity Project has convened over 700 experts from across the nation to develop recommendations for how best to capture information for interoperable electronic health information exchange about clinical activities related to three social determinants of health (SDoH) domains: food insecurity, housing instability and quality, and transportation access.
EMI Advisors LLC is the only source for work on current, consensus-based, HL7 FHIR standards for SDoH data.
The period of performance is 5 months.
This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
