NOTICE OF INTENT





The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with North America Agence France-Presse (AFP) 24/7 International. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 13.501(a).



The proposed contract action is for the North America AFP 24/7 international real-time news text wire service. The portal features provide comprehensive, real-time, global news coverage to support media monitoring and intelligence gathering. AFP reporting is accurate and adheres to strict editorial standards. DISA requires independent, comprehensive and up-to-the-minute real time/live coverage of the world-s main political, diplomatic, social, economic, business, health, science, technology, environment, and culture breaking news and local details. DISA has a watch floor operation to ensure comprehensive information is readily available in real time. AFP has the expansive global coverage with near immediate updates through AFP News Platform. Failure to have access to this real-time news text wire service would put DISA at a disadvantage requiring numerous manhours to scour the web for the same information or to wait until AFP reporting is reposted through a separate new service.



At this time, the incumbent contractor North America AFP is the only source capable of providing all necessary services for the North America AFP 24/7 international real-time news text wire service.
