This Request for Proposals (the "RFP") is an invitation by the City of St. Albert (the "City") to prospective proponents to submit proposals for a Housing Needs Assessment and Housing Affordability Strategic Plan, as further described in Section A of the RFP Particulars (Appendix B)(the "Deliverables") to inform investments, guide policy, and be used to assist with decision making towards the development of non-market and market housing over a 10-year planning horizon.

In March 2025, the Government of Canada announced it would be providing the City of St. Albert with $11.8 million in funding through the Housing Accelerator Fund (HAF) grant program administered by the Canada Mortgage and Housing Corporation (CMHC). A key requirement of this program is the completion of a housing needs assessment in compliance with federal requirements. The Housing Needs Assessment and Housing Affordability Strategic Plan will be expected to complement the City of St. Albert-s Housing Action Plan comprising of the following seven (7) approved HAF initiatives:
