The World Bank Group (WBG) in collaborationwith participating Small Island Developing States (SIDS) and InternationalSolar Alliance (ISA)The energy systemsof Small Island Developing States (SIDS) grapple with unique challengesaffecting the security, affordability, and sustainability goals for drivingeconomic activities. High exposure to volatile fuel import costs, elevatedclimate vulnerabilities, and fragmented isolated small-scale electricitysystems are commonly studied and examined. Accelerating renewable energy (RE)deployment is therefore critical to enhancing energy security, easing fiscalpressures from fossil fuel dependence, and advancing climate and developmentobjectives.Despite theimperative, private sector engagement in SIDS energy markets remains limiteddue to lack of economies of scale and standardisation, modest transactionexperience, and uneven institutional capacity. The World Bank-s RESPITE (Regional Emergency Solar PowerIntervention Project)—involving Chad, Liberia, Sierra Leone, andTogo—demonstrates how regional, standardized procurement and coordinatedinstitutional frameworks can effectively mobilize grid-connected renewableenergy, expand system capacity, and strengthen regional integration.Equally, the Maldives- ASPIRE program has shown howtransparent, competitive procurement can unlock private investment atrecord-low tariffs (as low as US$0.0982/kWh), yielding significant fiscalsavings and providing a replicable model for island settings.
