Advertising services for Harstad municipality and partner municipalities Background: Harstad municipality is to enter into a new framework agreement on advertising services on behalf of participating cooperative municipalities. The need is a more holistic, efficient and predictable advertising process. The municipalities have need for a solution that combines a high degree of self-service with access to professional advice when needed. This applies in particular to recruitment advertisements, but the municipalities will also be able to use the solution for more complex or statutory announcements, where correct channel selection, targeting and documentation are important. Harstad municipality is the client for the procurement on behalf of the municipalities covered by the agreement. Each participating municipality is itself responsible for its own obligations under the framework agreement. Other municipal businesses, including public law bodies and associations formed by Harstad municipality, shall have the right, but not the obligation, to accede to the agreement. Description of the assignment: Framework agreement for the purchase, production and publication of job advertisements, announcements and corresponding advertising in relevant channels. The agreement's solution shall facilitate simple and efficient ordering, follow-up and documentation of advertisements. A service with self-service functionality, combined with access to advice and assistance in cases where municipalities need this.
