Justification: This sole source is driven by strict DoD cybersecurity mandates forcing a migration from legacy Windows 7 systems running MI-3000 software to the modern, vendor-supported, and risk management framework-compliant NSI-MI A4 platform on Windows 10/11. Transitioning to a non-NSI-MI software would require abandoning the Benefield Anechoic Facility's (BAF) current proprietary NSI-MI hardware ecosystem—which relies on closed, proprietary communication protocols—and procuring an entirely new physical test capability.
