Acquisition of financial management services and systems as a SaaS service Personnel management system as a SaaS service and payroll as a total service BACKGROUND In the fall of 2025, the Espoo region's education municipality association Omnia has published a request for information and visited market dialogue regarding the renewal of financial and HR systems. In the publication phase of the request for information, the initial starting point was that the whole would be tendered as a single procurement so that the implementation project could have started as early as 2026 at the beginning.
