Sacramento County Department of Health Services, Behavioral Health Services (BHS), is seeking qualified providers to deliver high-intensity, recovery-oriented services through its Adult Full-Service Partnership (FSP) Program. This initiative provides Specialty Mental Health services to adults, ages 18 and older, who require intensive community-based supports due to the complexity and severity of their behavioral health needs. The redesigned system emphasizes fidelity to evidence-based practices such as Assertive Community Treatment (ACT), Forensic ACT (FACT), FSP Intensive Case Management (ICM), and Individual Placement and Support (IPS). It is aligned with California Advancing and Innovating Medi-Cal (CalAIM), Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) and Behavioral Health Services Act (BHSA) goals, and prioritizes co-occurring disorder treatment, field-based intensive engagement, and integration with Medication-Assisted Treatment (MAT) pathways.Through this procurement, BHS aims to expand access to culturally responsive, multidisciplinary behavioral health services that are data-driven and performance-based. The new structure introduces outcome-linked incentives and equity metrics while maintaining a flexible service delivery approach.This FSP RFA expands its focus populations to include underserved communities, including but not limited to, Assisted Outpatient Treatment, Court/Justice Involved and Older Adults. All awarded providers must demonstrate the capacity to serve these underserved populations equitably, using evidence-based and community-defined practices tailored to cultural and linguistic needs.
