② Have Grade ｢A｣, ｢B｣, ｢C｣ or ｢D｣ in ｢provision of services｣ in terms of the qualification for participating in tenders by Ministry of Economy, Trade and Industry (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027 ;

③ Are not the subject of ⒜an order prohibiting them from receiving subsides from the Ministry of Economy, Trade and Industry (METI) ; ⒝an order prohibiting them from concluding contracts with METI ; or ⒞an order disqualifying them from bidding for METI projects conducted under the "designated bidder" system.
