That the Aconcagua Health Service requires the acquisition of new diagnostic tests within the framework of the Universalization Program of APS and Resolvency in APS. 2. Purchase Request NO14 dated 07/08/2026, Parts Office NO377 dated 07/13/2026 (Internal NO390), presented by the applicant from the Primary Care Directorate, was duly approved and authorized by the Director (S) of the Primary Care Directorate, the Deputy Director (S) of Care Management, the Deputy Director of Physical and Financial Resources and the Head of the Finance Department, who support the Acquisition. 3. That, in compliance with the regulations in force in public purchases, the Electronic Catalog of the Framework Agreement, Circular Economy was reviewed and it was found that the required product(s) and/or service(s) are not available in said catalogue. 4. That, according to what is established in the regulations, the organizations of the State administration must award the contracts concluded for the acquisition of product(s) or contracting of service(s) through public bidding, when the Framework Agreement mechanism is not appropriate, or, exceptionally, through public bidding, direct dealing or other special contracting procedure; 5. That, in compliance with the provisions of Law NO19, 886 and its regulations approved by Decree 661 of 2024 of the Ministry of Finance, the Bases are prepared to be approve in this act, that they observe the principles of free competition of bidders to the administrative call and equality that govern bankruptcy procedures, and comply with the technical and legal requirements to verify the completion of this Public Tender. 6.
