This Request for Proposals (the “Solicitation”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, on behalf of the Department of Natural Resources and Indigenous Futures, to prospective Vendors to obtain Submissions for the Acquisition of Multispectral Satellite Imagery and Associated Data, as further described in Section A of the Solicitation Particulars (Appendix A) and Appendix B - Scope of the Deliverables. The Forestry and Peatlands Branch is implementing a multi-year biomass mapping initiative and requires super-resolution multispectral satellite imagery and associated geospatial data products to support biomass estimation, wildfire severity assessment, forest monitoring, disturbance mapping, compliance verification, and forest management planning.Through this RFP, Manitoba seeks a qualified Vendor to supply analysis-ready, cloud-free 2.5-metre or finer super-resolution multispectral imagery products derived from Sentinel-2 data, associated vegetation and disturbance indices, metadata, visualization products, and technical documentation covering twenty-two (22) Forest Management Units across Manitoba. The successful Vendor will provide imagery products representing pre-disturbance (2024) and post-disturbance (2025) conditions and all associated deliverables required to support Manitoba's biomass mapping and forest monitoring initiatives.
