The welfare region of Western Uusimaa and the welfare regions of Vantaa and Kerava (later also the Client) are requesting bids for the identity and authorization management system (IAM system). The procurement units are the welfare region of Western Uusimaa and Vantaa and Kerava welfare area. Cooperation in procurement enables better resources to implement tendering. In addition, it is hoped that the cooperation will bring more interest to system suppliers in the competition. Also those who control welfare areas the will of the ministries is cooperation within the YTA region in system procurement. Among other things, for the reasons mentioned above, the welfare regions have decided to form procurement cooperation in accordance with Section 21 of the Procurement Act. Welfare areas implement tendering in cooperation and the regions have formed a procurement ring for procurement. The aim of the procurement is to acquire an identity and access authorization management system (IAM) that corresponds in terms of its capabilities, functionality, scope and service level to the current and future needs of subscribers. With the implementation of the acquired IAM solution, the purpose is to replace and centralize the current, partly decentralized operating models related to the management of identities and user rights and system solutions into one managed entity.
