Acquisition of Clinical Mattresses for Hospital Beds
FIRST: That the Dr. Alfonso Asenjo Neurosurgery Institute is a national reference center for highly complex neurosurgical pathologies, part of the Network of Public Health Establishments and since 2010 it has held the Quality of Self-Managed Network Establishment; SECOND: That the Department of Medical Equipment, dependent on the Subdirectorate of Operations, submitted an extraordinary purchase request NO 6942 dated September 25 to acquire "CLINICAL MATTRESSES FOR HOSPITAL BEDS OF THE INSTITUTE OF NEUROSURGERY DR. ALFONSO ASENJO; THIRD: That the required good or service is not available in the Circular Economy Electronic Catalog, in accordance with the provisions of Decree NO 662, which approves the Regulation of the Law on Circular Economy in the Acquisition of Goods and Services of State Agencies.; FOURTH: That after reviewing the catalog of goods and services offered in the Public Market Information System, the absence of current Framework Agreements for the acquisition mentioned in the second considering clause has been verified; FIFTH: That it is appropriate to ensure the transparency of this process and knowing the supply conditions prevailing in the market, through a bidding process to be carried out in the public purchasing and contracting system established in Law NO19, 886 and its Regulations; SIXTH: That there are suppliers in the market that meet the requirements arranged in accordance with the technical terms of reference established by the Institute and to which access is desired; SEVENTH: That it has been estimated that the total amount of the acquisition would not exceed 1, 000 UTM as the total expense of the contract, and that, reviewing the available budget, the Institute has the necessary resources to finance said process and in use of the powers that are my own, I dictate the following:
