Tender Details

Tenders are invited for Acquisition and Installation of a SCADA System.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. IDB 391-03/17 of March 24, 2017.

2. The Government of Barbados has received a loan from the Inter-American Development Bank toward the cost of the Deployment of Cleaner Fuels and Renewable Energies in Barbados and it intends to apply part of the proceeds of this loan to payments under the Contract for Acquisition and Installation of a SCADA System.

3. The National Petroleum Corporation now invites sealed bids from eligible and qualified bidders for the Acquisition and Installation of a SCADA System at the National Petroleum Corporation and the Barbados National Oil Company Limited.

4. Bidding will be conducted in accordance with the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank's Policies for the Procurement of Goods and Works GN 2349-9 financed by the Inter-American Development Bank, and is open to all bidders from Eligible Countries as defined in the mentioned Policy.

5. The Supplier who is awarded the contract will be required to provide a performance surety by way of a Bank or accredited Insurance Company whose liability shall be not less than ten percent of the contract price.

6. Interested Bidders will be invited to a pre bid conference and site visits which is to be held on April 8, 2019 at 10:00 a.m. Barbados Time at the address given below.

7. Eligible bidders may obtain further information from The National Petroleum Corporation's Project Execution Unit; Kim Best, pmo@npc.com.bb: and inspect the Bidding Documents at the address given below from 08:30 a.m. to 04:30 p.m. (Barbados time, except on public holidays).

8. Bidders must be substantially responsive to the technical requirements and must submit information which demonstrates their ability to supply the required goods as specified in the Bidding Document. This information must include experience in supply of goods of similar scope and specificity, the firm's financial capability and evidence of eligibility. Qualification requirements include: Experience in installing/upgrading SCADA projects totaling over US$1 million within the oil and gas industry exclusively. Financial requirements include: References from clients who have received two projects over US$1 million each within the last five most current years AND one project within the last 10 years of at least USD$2 million. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

9. A complete set of Bidding Documents in English may be purchased by eligible bidders on the submission of a written application to the email address stated in 7 above and upon payment of a nonrefundable fee of one hundred (100.00) Barbados dollars or equivalent amount in US currency.
