Procurement - Strategic foresight in relation to the examination system and position assessment In 2025, the Directorate of Education (Udir) received a comprehensive assignment from the Ministry of Education and Science (KD) to investigate a safer and improved examination system in upper secondary schools. The goal with the mission from KD is to develop a sustainable examination system that can withstand change, which provides a reduced scope of risk and reduces costs. In addition, a desired effect for the target groups is that the assignment from KD should ensure a good connection with curricula in the subject(s) and that the quality principles in the framework for the examination are adhered to. The background for the assignment from KD is, among other things, that the examination system in the last 5-6 years has been characterized by a number of concurrent changes and events that affect the examination's complexity and risks, including: Introduction of new curricula, as well as the need to further develop the content and format of the examination Development and introduction of a new digital system The pandemic The introduction of AI into society Although the examination is the main focus of KD's mission, it must also seen in the context of the standing assessment: The exam grade and the standing grade have the same purpose, i.e. an expression of the student's competence at the end of the training in the subject. The connection between these two schemes is important for the future final assessment system in subjects, including the role of examinations. This is elaborated in more detail in 5.1.
