The object of the acquisition is the ACL system unit of the auditing function, which is acquired from Bizcon ApS and DAB (Daten - Analysen & Beratung GmbH). The State Audit Office (VTV) has it at its disposal for handling the statutory audit tasks of the ACL system complex ACL Analytics analysis program and ACL Connector integration software, as well as DAB scripts for collecting and processing data from the database, tailored to be compatible with VTV's information systems. The ACL Connector integration software is a software product that utilizes the ACL Analytics program. ACL Analytics and ACL Connector programs cannot be purchased separately, but use of both products is required in order to function. The software of the ACL product family is closed and requires access licenses to function. interoperability programming requires a system capable of reading the integration solutions produced in the software development of VTV's systems. VTV has carried out a market survey, and it is not aware of any other suitable systems in addition to the ACL system set, which would compatible with the systems in use at VTV. Changing the chosen supplier would very likely lead to the acquisition of a service with different technical characteristics, which would cause incompatibility and disproportionately large technical difficulties.
