this acan is a public notice indicating to the supplier community that agriculture & agri-food canada intends to award a departmental individual standing offer (diso) to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the acan, on or before the closing date stated in this acan, the contracting officer may then proceed with the award to the pre-identified supplier.

Requirement :

the agriculture and agri-food research centre in lethbridge, ab requires testing, maintenance, repair and software maintenance/updates to fire protection equipment on an 'as and when required' basis.

The contractor will provide the following services to the fire protection equipment.

1. Twenty four seven fire panel monitoring as required by legislated codes.

2. Annual testing to the following according to all relevant federal, provincial and municipal codes:
fire alarm system

fire pumps

wet sprinklers

stand pipes

end devices

3. The following services on an 'as and when required' basis:
preventative maintenance and repair services during 'regular working hours'

emergency service outside 'regular working hours'

equipment installation and decommission services

software maintenance/updates

standing offer period :

the standing offer will be for a four (4) year period from april 1, 2019 to march 31, 2022.

Estimated value : $200, 000.00 (plus applicable taxes)

sole source justification :

aafc lethbridge research and development centre's existing fire alarm system is an edwards est3 system. Chubb edwards is currently the sole authorized distributor of edwards certified products to the canadian market.

Certified products are those which require successful completion of the manufacturer training courses prior to receiving the materials and software required for installation and maintenance. Other accountabilities managed by certified product distributors are software compliance updates and recall processing.

Currently, chubb edwards is the only holder of the latest version of licensed software & firmware components for edwards products in canada. Although other suppliers can repair the system, application of program changes and software updates by any third party would be in violation ulc code as per “ulc certification bulletin 2003-05 regarding access” and would not be supported by edwards. Therefore chubb edwards is the only supplier that can provide the software maintenance and updates to aafc's existing equipment as required.
