The purpose of this framework agreement is to establish a specialized assistance mission as part of a competitive dialogue relating to the renovation of the core of the Wasmuel wastewater treatment plant (SEW). The contract is divided into two lots in order to allow the Contracting authority to have: • a consulting office specializing in purification processes for all phases of the procedure (publication, dialogue and work), • and a control office specializing in GC/EM for the dialogue phase, This division into lots makes it possible to mobilize, for each area, an appropriate and distinct level of expertise, while guaranteeing the overall technical coherence of the project. The two offices will act in a complementary manner, within a defined scope, under the coordination of the Project Owner, so as to ensure a homogeneous vision, the quality of technical analyzes and a unified course of action within the framework of the competitive dialogue. Bidders are free to submit prices for one or for several batches. If the bidder submits an offer for several lots, he indicates in the offer form his order of preference for awarding the lots. However, discounts in the event of batches being combined are/are not permitted. The contracting authority reserves the right to decide to renounce the allocation of one or more lots and, where applicable, to decide to relaunch them if necessary using another method of award.
