REQUIREMENT:
The U.S. Army Corps of Engineer (USACE), Philadelphia District (NAP), anticipates a requirement for the Maintenance Dredging of the Absecon Inlet federal channel, Clam Creek portion in Atlantic City, NJ. The estimated magnitude of this project is between $5, 000, 000 and $10, 000, 000.
This is a Pre-Solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposal as a result of this notice.
PROJECT DESCRIPTION:
Contract work consists of Maintenance Dredging of the Absecon Inlet federal channel, Clam Creek portion from the entrance to the turning basin. (a) dredging will be required to clear shoaling of approximately 100, 000 cu yd to maintain authorized depth of 15 ft MLLW plus 1-ft overdepth; (b) placement involving beneficial use on Boot Island is anticipated and is being negotiated with NJ Department of Environmental Protection. Dredging will be by hydraulic pipeline dredge. Containment measures may include turbidity curtains, coir logs and/or hay bales at the placement site.
Dredging and placement is anticipated to be prohibited from 1 January to 15 September due to environmental restrictions.
Contractor will be required to use the Resident Management System (RMS).
Specialized Experience clause to be included in specification. Contractor must be able to demonstrate prior experience on dredging projects involving beneficial use placement techniques on environmentally sensitive coastal marshes and wetlands.
The estimated period of performance is 270 calander days from Notice to Proceed NTP, but dredging and placement must not occur during restricted period.
