① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,

② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting,

③ have Grade A or B or C or D in

"Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Shikoku Region,

④ An entity that has obtained a license as a general electric utility pursuant to Article 3, Paragraph 1 of the Electricity Business Act or that has registered as a specified-scale electric utility pursuant to Article 16-2, Paragraph 1 of the same Act.

⑤ The entity meets the conditions for carbon dioxide emission coefficients and initiatives to reduce environmental impact.
