“Pursuant to 13.101(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with the American Association of State Highway and Transportation Officials (AASHTO) for memberships in this professional organization is intended to provide professional support and growth to FHWA-s professionals. AASHTO (American Association of State Highway and Transportation Officials) is a non-profit, non-partisan association of state transportation departments, serving as a vital liaison between states and the federal government to develop national standards, policies, and an integrated transportation system. AASHTO has developed a document repository for manufacturer-s to submit domestic materials compliance certifications for the State DOT-s use in demonstrating domestic origin for Federal Aid contracts. A subscription service is also available for other government entities, AASHTO has quoted a subscription cost of $25, 000 per year which will allow all full-time FHWA staff members to access data in DataMine to monitor contract compliance. AASHTO is the the non-profit, sole source of the service.
