① do not come under Article 70 of the Cabinet Order on the Budget, Auditing and Accounting ; this stipulation is waived for minors or other persons under the supervision of a guardian or assistant, provided that they have the supervising person's consent to enter into a contract ;

② do not come under Article 71 of the Cabinet Order on the Budget, Auditing and Accounting ;

③ are classified as Grade A in offer of services in terms of the Qualification for participating in tenders invited by the House of Representatives (Single qualification for every ministry and agency) by the Kanto Koshinetsu Area for the purpose of procurement in fiscal 2025, 2026 and 2027.

④ have not had their designated contractor status suspended by the House of Representatives

⑤ Must be able to appoint a person with A direct and continuous employment Relationship to serve as the person in Charge of operations.
