Task description
The overall objective of the study is to analyze the context and the resulting problems, evaluate the implementing partners and analyze the target groups as well as the project stakeholders. The survey should include a baseline study and critically review the planned project against the OECD / DAC criteria (relevance, effectiveness, efficiency, impact and sustainability).
The study should include concrete and realistic programmatic recommendations that take advantage of the opportunities present in the implementation of the program.
