Project Description: The MOD Medals Office (MODMO) are responsible for the assessment of eligibility and award of Medals and Awards to serving military personnel, in some cases to their next of kin, to retired military personnel and in some cases to their families. The MODMO has a requirement for the provision of Medals, Stars, Clasps, Awards, Clasps, Badges and other Associated items including Ribbon. Items will be called-off as required by the MODMO, there is no guarantee of orders being placed. The requirement will be split into the following Lots, : • Lot 1 - Current Operational and Non-Operational Gallantry Awards, Meritorious Service Awards, Discontinued Operational and Non Operational Decorations Gallantry Awards, Memorial Medals, World War I Medals, World War II Medals, Polar Medal, Current Gallantry and Meritorious Service Award Bars, World War I Clasps, World War II Clasps, Ribbon Emblems for Commendations, Medal Mounting services, and Deceased Medal Presentation Cases. Some of the above will be required as boxed sets. • Lot 2 - Inter War Operational Medals, Post World War II Silver Operational Medals, Official Commemorative Medals (BAU Qty 50 - if required up to Qty 450, 000 for a large scale Commemoration including other Government Departments), Current Operational Medals, Post World War II Silver Operation Clasps, Current Operational Clasps, Various 25m Ribbon Rolls. Some of the above will be required as boxed sets. • Lot 3. Post World War II Cupronickel Operational Medals, Current Meritorious and Long Service Medals, Other Efficiency and Long Service Decorations and Medals, Post World War II Cupronickel Operational Clasps, Current Bars to Long Service Medals, Other Clasps to Efficiency and Long Service Decorations and Medals, Ribbon Emblems, Medal Boxes. Some of the above will be required as boxed sets. • Lot 4. HM Armed Forces Veterans Badges and MOD reward and recognition badges and/or coins.
Notes The supplier will be required to undertake 3D scanning and produce stereolithography (.stl) files. The supplier may be required to manufacture and supply any newly declared Medals, Awards, Clasps, Ribbons and other associated items (this may require the manufacture and supply of large volumes in short timescales). The Contractor may be required to assist the Authority in the design of any new items. The Contractor may be required to manufacture and supply Medals and Awards to other Government Departments. Procurement process Stage 1 - Procurement Specific Questionnaire (Previously PQQ) Submissions and Evaluation (each Lot will be assessed separately) – to be submitted by 10:00 Thu 28 Sep Stage 2 - Compliant Suppliers from Stage 1 will be Invited to Tender for the respective Lot(s). The tendering process for each Lot will be as follows: 1. ITT submission through DSP by 10:00 Tue 28 Oct 2025 2. Commercial Evaluation - Pass or Fail (not scored) 3. Technical Evaluation - Evaluation of Technical and Social Value Questions and the evaluation of technical samples to produce an overall technical score 4. Price Evaluation – the tendered prices of items will be multiplied by evaluation volumes and then added together to provide an overall price 5. The overall technical score will be divided by the overall price to produce a Value for Money Index score, the tender that achieves the highest score will be the successful tender.
