This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This notice is for informational and planning purposes only and is not a solicitation. Vendors shall not submit quotes or proposals at this time. A solicitation may be posted at a later date to the Governmentwide Point-of-Entry via SAM.gov.

This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation.

Background:

BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York.

BNL intends to compete the subject requirement, to be utilized within the United States. This requirement will provide for full and open competition.

Note: This acquisition is subject to FAR Part 25, Buy American Act.

Requirement:

Detailed description of requirement need can be found in the attached DRAFT Statement of Work, DRAFT Technical Specifications, and DRAFT Technical Drawings.

BNL expects to make one (1) award.

The applicable North American Industry Classification System (NAICS) code is 332312, Fabricated Structural Metal Manufacturing (Size Standard, 500 employees). To be considered a small business under this acquisition, offerors must be registered in the System for Award Management (SAM) under the applicable NAICS code prior to submission of quotes.

BNL intends to issue solicitation RFP-472077 in support of this requirement. The anticipated contract type is Firm Fixed Price. The anticipated award timeframe is on or about June 2026.
