Description of the provision: Operational management service of a temporary waste disposal facility in the municipality of Calafell, as well as the associated actions essential to guarantee reception, access control, operation and continuity of the public management service of municipal waste until the full operation of the definitive waste disposal facility.
Procedure: Type of processing: Urgent Justification for the urgent processing: ******* The definitive waste collection is not yet operational and without a specific date, but the public service requires a controlled waste reception point. The interruption of the service would entail environmental, health and operational risks, and is incompatible with the continuity of the public service. The need cannot be postponed and is not attributable to a lack of planning on the part of the contracting authority, but to a subsequent reorganization of the public service formalized with immediate effect, which has prevented ordinary processing with due advance notice. In accordance with article 119 of the LCSP, the deadlines for submitting offers will be halved, establishing a period of EIGHT (8) calendar days for the presentation of offers, given the immediate need to guarantee the continuity of the public service.
