26DATPH111 - Development of the 4th Local Housing Program for the Western Territory The Western Territory is an urban community which brings together the municipalities of La Possession, Le Port, Saint-Paul, Les Trois Bassins and Saint-Leu. The EPCI represents approximately 219, 000 inhabitants as of January 1, 2025. The community is committed to the development of its 4th Local Housing Program (PLH4) following the deliberation of the Community Council of June 25, 2025. This strategic document, developed in accordance with the provisions of the Construction and Housing Code (CCH), must determine for the next six years the objectives and means to meet housing needs, promote social and territorial diversity, contribute to the social cohesion and the ecological transition of the territory, and be fully compatible with the SCoT and its urban framework, in a double trajectory of Zero Net Artificialization (ZAN) and Zero Net Emission (ZEN), taking into account the latest legislative developments. The PLH4 must therefore integrate the issues of sustainable development, resilience, territorial and social balance, in line with the 2040 territorial project, the Territorial Climate Air Energy Plan (PCAET) approved in Community Council of June 25, 2025 and the ongoing revision of the Territorial Coherence Plan (SCoT).
